No person shall practice any of the Nursing and Midwifery profession unless their name is entered in the respective register kept by the Council for Nurses and Midwives with the provision of the Health Care Professions Act (Cap 464).

No person shall qualify to be so registered unless –
(a) the person is a citizen of Malta or of a Member State or is otherwise legally entitled or authorized to work in Malta;
(b) he is of good conduct; and
(c) their name is entered in one of the registers held by the Council for Nurses and Midwives Malta.
